INSURANCE COMPANIES
Progressive auto insurance profile
The Progressive Corporation group of insurance companies. Quotes online, by phone, in its mobile app, and through local independent agents.
Progressive sells personal auto insurance online, by phone, in its app and through independent agents, and it publishes a long coverage list that runs past the standard set to loan or lease payoff, custom parts and equipment, and rideshare coverage. Its two named shopping tools cut in opposite directions: Snapshot prices from measured driving, while Name Your Price starts from a budget and fits coverage to it. For a clean comparison, take the budget tool's output back to fixed limits and deductibles before you compare the number with anyone else's.

Snapshot
Progressive's usage-based program. Progressive states that it personalizes the rate from how, how much and when you drive, that most drivers save with it, and that high-risk driving can raise the rate.
Name Your Price
Progressive's quoting tool that starts from a budget the driver names and shows coverage packages that fit it. Use it to explore trade-offs, then re-quote at the exact limits you settled on so the price is comparable with other insurers.
What to ask when you quote Progressive
Ask whether the quoted price assumes Snapshot participation, what happens to the rate if your Snapshot result is poor, and whether accident forgiveness is included, priced as an add-on, or earned only after a set number of years.
Progressive auto policies are issued by subsidiaries of The Progressive Corporation, an Ohio-incorporated, shareholder-owned holding company. Progressive Direct Insurance Company, the group company with the most Colorado auto premium in 2025, is an Ohio stock insurer with NAIC company code 16322 in NAIC group 0155. Progressive's 2025 Form 10-K reports 10.787 million agency auto policies and 15.993 million direct auto policies in force at year end, about 26.78 million in total by simple addition.
This page covers the company names, the filing figures and state complaint readings, each with its year. It does not rate or rank Progressive.
Which Progressive company issues the policy
Progressive writes through dozens of separately licensed insurers. Exhibit 21 of the 2025 Form 10-K lists, among others, Progressive Direct Insurance Company, Progressive Preferred Insurance Company, Progressive Casualty Insurance Company and Progressive Select Insurance Company, all incorporated in Ohio, plus New Jersey companies such as Progressive Garden State Insurance Company and Drive New Jersey Insurance Company. The 10-K says its domestic insurers are domiciled in ten states: Florida, Illinois, Indiana, Louisiana, Michigan, New Jersey, New York, Ohio, Texas and Wisconsin.
The 2025 statutory annual statements posted by the Ohio Department of Insurance give the codes and start dates below. The company named on your declarations page is the one a state regulator tracks for complaints.

Personal vehicle figures from the 2025 Form 10-K
Progressive reports premium for its personal vehicle business, which is personal auto plus special lines such as motorcycles, RVs and boats. Personal auto made up 95% of that personal vehicle premium in both 2025 and 2024. Policy counts are reported for auto alone, by channel.
| Measure | 2025 | 2024 |
|---|---|---|
| Agency personal vehicle net premiums written | $29,825 million | $26,967 million |
| Direct personal vehicle net premiums written | $39,631 million | $33,432 million |
| Agency auto policies in force, Dec 31 | 10.787 million | 9.778 million |
| Direct auto policies in force, Dec 31 | 15.993 million | 13.996 million |
| Total Personal Lines net premiums written | $72,558 million | $63,470 million |
The Progressive Corporation Form 10-K for 2025, Annual Report growth tables.
For 2025 the 10-K puts 42% of personal auto premium in the agency channel and 58% in the direct channel. Auto policies in force rose 10% in the agency channel and 14% in the direct channel during 2025.
Where Progressive writes and how it sells
The 10-K says Progressive writes personal vehicle insurance in all states and the District of Columbia, with special lines products not written in D.C. The agency side runs through more than 40,000 independent insurance agencies, plus brokerages in New York and California. Agents place business within Progressive's guidelines but do not set rates or settle claims. The direct side is business written by Progressive online or by phone. California has its own agency auto organization with separate management.
One state detail matters when you compare quotes: the 10-K says Snapshot is offered in hardware or app form in every state except California. A California quote from Progressive therefore will not include a usage-based component. See how to compare car insurance quotes for keeping limits and deductibles identical across insurers.
Complaint readings by Progressive company
Colorado's Division of Insurance divides each insurer's share of auto complaints by its share of auto premium, so 1.00 marks the market average. It counts formal premium and nonrenewal protests as complaints. In 2025, Progressive Direct held 11.12% of Colorado private passenger auto premium ($865.59 million) with 242 complaints, 53 of them confirmed, for an index of 1.11. A year earlier its index was 1.02 on 199 complaints. Progressive Preferred, the second Colorado writer, read 0.85 in 2025 on 79 complaints and $368.25 million of premium.
California counts justified complaints per 100,000 earned exposures. Its 2025 composite shows Progressive Direct at 0.6 on about 162,367 exposures and Progressive Select at 4.4 on about 337,462 exposures, up from 3.2 in 2024. Those are two different Ohio insurers inside the same group, and their readings should not be averaged.
New Jersey reports at group level only. Its 2024 report shows the Progressive Group with 41 valid complaints across 947,274 insured vehicles, a ratio of 0.0433 per 1,000 autos and an index of 0.829, compared with 0.824 in 2023.
- Colorado 2023: Progressive Direct index 0.91 (142 complaints); Progressive Preferred 0.67 (46 complaints).
- California 2023: Progressive Direct 0.7; Progressive Select 3.0.
- A protest over a renewal increase counts as a complaint in Colorado but not in every state, so readings across states are not comparable.
Progressive questions
Is Progressive a mutual insurer?
No. The Progressive Corporation is a publicly traded holding company incorporated in Ohio, and its insurers, such as Progressive Direct Insurance Company and Progressive Casualty Insurance Company, are its subsidiaries. Ownership sits with the holding company's shareholders, and the company reports to them through annual Form 10-K filings with the SEC. That differs from mutual or reciprocal insurers, where buying a policy can make you a member with voting rights.
Why does my policy name Progressive Preferred or Progressive Direct instead of just Progressive?
Each is a separately licensed Ohio insurer in NAIC group 0155. Progressive places a policy with one of its companies based on state, channel and product, and that legal entity is the one that owes the coverage and that regulators track. Use the company name and NAIC code on your declarations page when you look up complaint data or contact your state insurance department.
Can I use Snapshot with a California Progressive policy?
Progressive's 2025 Form 10-K says Snapshot is offered in hardware or mobile app versions in all states other than California. A California quote is priced without that usage-based program. If you are comparing a California Progressive quote with one from another state, or with a quote that assumed Snapshot participation, the two prices are not built on the same rating inputs.
Does buying from an agent or online change which channel numbers apply to me?
Yes, in Progressive's own reporting. Policies sold by its 40,000-plus independent agencies count in the agency channel, while policies bought online or by phone count as direct. At the end of 2025 direct auto policies in force (15.993 million) outnumbered agency auto policies (10.787 million). The channel can also decide which Progressive company issues the policy.
Where can I see Progressive complaint records for my state?
Start with your state insurance department. Colorado publishes a complaint index by company each year, California publishes justified complaints per 100,000 exposures, and New Jersey publishes a group-level ratio per 1,000 insured autos. Search by the exact company name on your declarations page. If you have a dispute of your own, the claim filing guide covers the steps before a regulator complaint.
